Will allow you to force a "random" crit whenever, depending on if you're crit banned or not, or if you have enough damage in your crit bucket.

- Understanding how forcing crits work in TF2

It's not possible anymore to constantly force crits anymore. This is due to various anti-abuse measures that VALVe has added. Here's the 2 systems they've created to restrict you on how much crits you can force.

Crit bucket.

Simply shooting your weapon will fill this up. You aren't required to deal damage to players.

Crit damage monitoring.
The game will track how much random critical damage vs non random critical damage you've dealt with in a round. If the game sees that you've had a crit / non crit ratio higher than the possible crit chance of the weapon you're currently using. You'll be unable to force crits until you deal more non random critical damage.

What's considered random critical damage?
All mini-crit damage is considered random critical damage, headshots are also considered random critical damage, or anything else considered by the game to not be boosted critical damage.

What's considered boosted critical damage?
The game considers the kritzkrieg uber to be "crit-boosted" critical damage, which means it won't count towards your random critical damage.

- Preferences

Here's the list of preferences for the force critical hits feature.

Draw panel

This will show you details on how full your crit bucket is, or how many crits you can force, or to see whether you're crit-banned or not. Its important to have this feature on.
Skip natural crits
Will prevent the game from giving you a random crit. This won't increase the risk of being crit-banned. Anything mentioning such things is false information.
Melee auto crit
Will always force critical hits with melee weapons if possible.

- Other notes

The aimbot will automatically prevent you from forcing crits on certain aimbot targets that are crit-immune. Like sentries, dispensers, stickies, and many others.
